Does a good DAC improve the clarity of VOIP chat in games?

Sound card and DAC in it is only useful for getting better listenable audio quality. For better VOIP quality, better mic is needed. E.g when another person has crap mic, regardless how good of a sound card or DAC you have, chat you hear will still be low quality.
