then no its cooler is designed for his actual clock/voltage

Just make sure your cases airflow is good the stock heat sink does run a bit high even with stock CPU settings

No it does not need one although that CPU and its stock cooler run in the upper limits for heat. This causes the turbo frequency to be dropped quicker. The 6000's and 8000's run better and at their top turbo speeds for longer with an Aftermarket cooler.
