Question Does an i5 6600 bottleneck a GTX970 ??

Hello everyone. I play games 1080p 60Hz (limited by my monitor).

I am currently playing a game called Post Scriptum (WW2 military sim, similar to Squad). I currently have mi settings at medium-low, and still sometimes have bad FPS.
Do you think I have a bottleneck?.. I have an i5 6600, Gtx970 Asus Strix 4Gb, 16Gb ram.... How can I know it is my settings, hardware or just the fact that the game is poorly optimized??..
Which upgrade do you recommend??..

Look at CPU and GPU usage in-game with a program like MSI afterburner.

An older 4 core will not really perform the best in modern demanding games.

At 1080P the 6600 & 970 is a solid pairing. I think your lower FPS is a result of the game being a 40 vs 40 title which is very taxing on the system especially for the CPU & possibly poor optimization (from what I've read, never played it).

I wouldn't recommend upgrading the system for 1 game...
