Does an overheating CPU affects FPS in games?

I'm planning to buy a new cooler today for my cpu and I hope that the cause of my games having low fps is because of my overheating cpu. 1 month ago, I can't play 60 fps in any games even old ones! And when I looked at my cpu's temp after I boot up my pc it says 50 degree celsius and after 5 mins of doing nothing, temp goes 90-100 celsius.

You need to reinstall your heatsink, and apply the correct amount of thermal paste while avoiding any air bubbles. A single airpocket can cause the temp to skyrocket, thats what it sounds like.

Yes it will greatly affect your gaming performance, the reason its overheating is because its extremely loaded in the first place.
so the less utilization the cooler it will be. Reseat the CPU cooler and correctly apply the rice sized amount of thermal paste.

I'd first look at the FAN on the CPU cooler and see if its spinning.

Redoing paste is fine, but I wouldn't think that would suddenly be an issue.

If your current cooler is STOCK I'd get a new one simply to reduce noise. Without knowing what you have to ensure compatibility, here's two examples:

1) Cooler Master Hyper 212 EVO ($25+ USD)

2) Noctua NH-U12S ($50?+ USD).

You can check pricing at pcpartpicker.

Differences:
STOCK-> hear in idle, noisy under load, not suited to overclock usually

CM..EVO-> slightly hear in idle, acceptable under load, some overclock

Noctua U12S-> inaudible in idle, barely audible full load, best overclock of the three.

*I'm comparing based on systems with no other noisy components, and assuming you setup a proper fan control configuration using motherboard software utility. The Noctua for example can idle at 300RPM and can't be heard from six inches away.

I tried reinstalling and cleaning it, still no changes. I also don't have any thermal paste so I'm buying a new cooler instead specifically this one https://www.mightyape.co.nz/product/Deepcool-Ice-Edge-Mini-FS-CPU-Cooler/21002529. Good idea or bad? It only cost 10$ here in my country. Thermal paste cost 8$.

yea you want to look at another CPU cooler then, I would suggest spending some money on 1, because the main reason is no matter how much you upgrade your PC, the cooler will usually always stay or can be swapped to a newer cpu, So investing a little bit in a cooler can go a long way.

Edit: The cooler you linked will be fine for the time being or till you upgrade your MOBO and socket. it will keep your processor cool enough so a good investment.
