Hi everyone if im using auto voltage and for example im playing a game and minimize that game and vcore drops from 1.3v to 0.9v would that cause freezing on the desktop or if i try and open other apps?

First, Auto usually sets the highest possible, loose values on a platform for power to a component(which might be the CPU, in your case since you forgot to mention that). Then there's the matter of which platform you're running to see those types of voltages on your component.

You should add more info list your specs, to your system, like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

system specs:
i9 9900k(stock)
msi z390-a pro
gtx 1080(non oc)
ssd(os)
hdd(all games)
cosair cx650m

i know my mobo is on the cheaper side and not recommended for an i9 however i already made the purchase before doing enough research because of the high voltage i set an offset using intel xtu of -0.9v and that helped alot with temps however does this mobo actually need a higher voltage? and if not what would be causing the freezing when minimizing games. when im actually playing games its completely smooth.
