There's no easy way to tell you this, but the chassis design is part of the reason for that.
Any cooler - cpu or gpu - is only as effective as what the chassis allows in and out of it.
That chassis has one exhaust at the back, and the front fans are up against a solid panel - yeah, there's those side inlets, but fans draw air in a conical shape in front of them, so those inlets don't bring in that much.
Plus, if your gpu is one of the traditional fan cooled models, it's dumping its waste heat inside the chassis, and the cpu cooler is cooling itself on that.
Did I mention that there's only one real exit for that heat, thus it's not effectively getting it out quick enough?


I could suggest more powerful air coolers, but it would be more effective for you to get a more airflow friendly chassis.
If you were to get a stronger gpu, for example, that's more power and more heat - the chassis is already struggling with thermals as it is.
