Does better cooling increase FPS?

I have an fx 8350 and i'm using the stock cooler and I get 63 degrees when playing games. My fps in Battlefield is around 45 on average. My GPU is Gigabyte r9 270x. My PSU is Raidmax 750W. Is it possible to get more fps with a better CPU Cooler? I'm thinking of buying the CM Hyper 212 Evo.
 
Solution
You need to change that PSU as quickly as possible honestly. My first PSU was a RAIDMAX which I didn't know at the time is a terrible brand and decided to destroy my motherboard, luckily that was the only thing that died and no fire happened.

If the CPU is throttling itself to maintain that temperature, yes, there would be a small increase in FPS. You are running slightly above the recommended temperature from AMD.

Evo 212 should help a lot in keeping your CPU cool.
