Question Does Boost 4.0 now allow custom thermal throttling points?

One of my least favorite features when I moved to a 1080ti was the fact it started thermal throttling at a ridiculous 50C with no way to change that. Now I just got a RTX2080 and I see in MSI Afterburner it looks like you can set a custom thermal throttling curve (like a custom fan curve). Here's a screenshot: View: https://imgur.com/a/q72bvhJ

However, adjust the curve seems to do nothing, and as soon as you press "accept" it just reverts back to that default. Further, as you can see in the picture, it looks like thermal throttling is basically off, yet clearly when I'm running GPU-intense programs, I'm seeing small downclocks as the temp rises.

Can anyone shed some light on this for me? Thanks!
