Does cheap motherboard slow down CPU ? (H110 + i7 7700, single GPU)

So I saw many people saysing things like this:
- using an i7 7700 with, for example, gigabyte h110m-dvs will bottleneck the cpu since compared to B250 motherboards, H110 has worse VRM/power phase/power delivery etc. And due to that, a H110 with an i7 will last not as long as a H110 with an i5; it might even damage the higher cpu if it dies. The advice is that H110 should go with Pentium, i3 and i5 6400/7400 while the rest should be paired with a B250/H270.

I don't know how much of this is correct and I think that it's false. I know that B250/H270 has better sounds/PCIE lanes/power phase but is it really that H110 will hamper an i7 ?
Edit 1: I've never seen anyone tries benchmarking the same CPU, GPU, ram (at same clock) on different motherboards.

the H boards have less PCIE lanes then other boards (example a Z board) and that does bottleneck to a degree how fast this permit your system to run
I know for personal experience H series board with 4th gen I5 ran slow in gaming an in benchmarking then on a Z board.

What you need to do is: control panel
Open "power profiles" and set the system to "high performance."
Turn off any "cool and quiet" feature in the bios settings.
Did you install the application accelerators ?

Eh I'm not having any probem with performance (i'm not using h110 + i7).
I was just wondering if an i7 on H110 performs worse than an i7 on B250/H270.
This has never been tested on any tech reviewers I know.
