I am thinking of switching to Cingular prepaid. Would i be able to
make calls or receive SMS while in Europe?

NO- Cingular only allows its Non _Prepaid customers to Roam
internationally. YOu must also have a phone that support 1800mz
networks for Europe. Also you would have to all CIngular CS to have
them add the international roaming feature to your account. Some new
customers may have a short term international roaming restriction to
prevent fraud.

Get a prepaid when you visit Germany or look at a prepaid roaming SIM like
hopmobile.com or united mobile.
