does conncting the monitor and gpu via an vga to dvi adapter results in loss of performance by the gpu?

I am planning to buy a graphics cart and i only have an old crt vga monitor i am informed about the dvi to vga converter but i have a doubt if that would cause me loose frames resolution or something

No it won't drop frames, just make sure you have the right cables to convert dvi to vga.
