IF given that Cooler Master is the only known brand in your store and/or you don't have money to afford better PSUs (or when you love the brand), then CM UCP700 would do fine. Back in 2009, when UCP700 was released, it reviewed very well and got high marks from reputable PSU reviewers.

While PSU platform is old, the unit itself is 700W and your system, at max load, would only consume 320W if even that. That load is not near close enough to push PSU hard and make it pop due to it's age.

Though, going with more modern PSU is advised since the older the PSU is - the higher the chance of it dying would be, especially if you buy used PSU (which is a bad idea). For more modern PSU, look towards any...

A Tier 4 has an acceptable quality, the minimum I would recommend is a Tier 5 if your budget is tiny but going over Tier 3 is because you have an entire, average budget to spend in a new computer. That PSU is good enough and probably he already has it or asks for that specific one because he found a deal, and again, it is not a bad choice.
