[SOLVED] Does CPU (other components as well) affect download speed?

Hello. I've been quietly battling a issue with my download speeds for about a year now. On my desktop, no matter the download sever, I hover around 19-25 megabytes a second. I am on a 500 megabit connection. This is has always seem to be a issue with my PC. I can download at about 40mb/sec over 5ghz WiFi on my newer razer blade laptop. I've read a few articles here and elsewhere, but can't get a solid piece of evidence for my situation.

My desktop pc specs are:
i7-3700k
gtx 1080
16gb ram ddr3
gigabyte z77 ds3h
1gigbyte NIC

I can't find component that would appear to be a 'hardware' limiting factor to my download speed.

Any advice/suggestions? Is something fauly?

(I've went through the basic windows bandwidth settings, controls.. etc and nothing in that nature is enabled)
 
Solution
This has to be more complex than a simple network issue. Speedtest is actually a file download the file is just not stored.

Maybe it is the site you are downloading from. Try downloading something like a win10 image from a microsoft site. Microsoft is one of the fastest sites except when a big patch goes out.
On your desktop verify that only one network adapter (either wired or wireless) is enabled. Not two network adapters.

Doublecheck the network adapter's configuration settings: e.g., Speed & Duplex - set to "Auto".

Verify that the network adapter's are current/up to date. If not, then download the drivers via the manufacturer's website. Reinstall, reconfigure.

Run "ipconfig /flushdns" (without quotes) via the Command Prompt.

Use Resource Monitor and Task Manager to observe system performance. Determine what system resources/components are being use, what is using those resources, and to what extent.

If none of the above make any difference then more information is needed.

Run and post the results of "ipconfig /all" via the Command Prompt.
 
I did forgot a key part to my confusion. When I do a speedtest via Google or SpeedTest (oOkala) they are always correct. I know these aren't 100% accurate but does this not show my PC is capable of transferring those speeds?

I have did the steps above and ensured of all of it. Even disabling the wireless adapter.

Yes, haha. This is why I am here. I've used Blizzard, Origin, Steam.. etc download servers throughout the years and they all circle around 18-22 mb/s a second. Even on a different ISP. I figured this was a hardware issue, which is why I am here!
 
You can eliminate the hardware as the issue by booting a linux usb image. Pretty easy to directly download files and run speedteset but if you want to use a game loader it will be much more effort. You are somewhat limited since it will not by default touch your drive and I am not sure which game loaders support linux.
