Does cpu usage scale with gpu usage?

I was wondering about this. Is cpu usage just a set amount or does it go up as the gpu usage goes up and/or as the framerates get higher? If somebody could clarify it'd be much appreciated.

It depends entirely on the workload to determine the ratio between CPU and GPU usage.
