Does disabling C6 Mode not allow the CPU to downlock after it reaches max boost?

Simple question.. everytime I start my PC, to get my Turbo Core clock overclocked I have to make the CPU go to 100% to reach 4.1mhz turbo, then it remains at 4.1mhz, if I dont do this when I start my system, it will bounce up n down from 3.6mhz up to my OC Turbo clock of 4.1mhz.

I disabled C6 mode in BIOS which, If I understand correctly, disables downclocking, but I could be wrong.... But the title says it all, Does disabling C6 Mode not allow the CPU to downlock after it reaches max boost?

RAM- 8gb DDR3 1333 Team Elite
MOBO- BIOSTAR A55ML2
PSU- Logysis 480w
WIN- Winodws 10 Home
CASE- RAIDMAX Tornado ATX-238WR Black / Red
 


No I want it to stay at 4.1mhz, the max boost clock for my AMD A8 is 3.9mhz, but when I try to Overclock it in BIOS, it isnt stable.

If you could understand what Im about to say, maybe you could help shed some light on this for me... When I try to normally overclock the CPU in BIOS, no matter what I set the core clock to, if I put the voltage higher than 1.4375v, the clock in winows will NOT go above 3.2mhz, even if I set it to 4.1mhz in the BIOS.

Its a issue I have no idea how to resolve and anytime I ask about it here, I dont get much of a response.

So what Im doing now, is I go into AMD Overdrive, and I open Turbo Core Settings. It has a multiplier and a voltage level, and another option called Boost Mode. In this option is boost mode 0, and boost mode 1. If I switch to boost mode 1, it allows me to set the TURBO clock higher than the max turbo clock, ALONG with letting me set the voltage higher than 1.4375 without making the clocks drop to 3.2mhz the instant I hit apply.

In order to get it to hit 4.1mhz TURBO, I have to put the system under heavy load. Which is normal for Turbo boost right? Well...... when I stop the stress test, the clocks REMAIN at 4.1mhz, and dont downclock, which if using Turbo boost, it should go back to the targeted core clock of 3.6mhz..

I disabled C6 in the BIOS when trying to OC normally, and was just wondering if disabling that, essentially disables Turbo boosts functions like clocking back down after going into idle.
 
This is what it looks like under light load, and the settings I have in Turbo Settings. I havent tried enabling C6 to see if the cores will go up and down, to be honest Id rather them stay like this, its the OC I wanted x D
