[SOLVED] Does disabling turbo boost cause bottleneck

CPU i7-2600 (NON-K)
GTX 1060 6gb

I have my Turbo boost and Intel speedstep disabled, will this cause bottleneck? can 3.4ghz handle a gtx 1060 6gb?

honestly, i dont know how bottleneck works.

ALSO, how does people overclock their i7-2600 NON K version to a stable 3.8ghz+. If anyone knows, can someone guide me step by step, i honestly dont know anything.
 
Solution

This will not cause a bottleneck but it is a bad idea,turbo and speedstep are there to give you better performance while using less power so now you burn more electricity while your PC is also slower then it could be.
