Does downloading RAM actually work?

First of all, how is RAM virtually downloadable to begin with? I doubt this is even true, because I'm pretty sure that it's next to impossible to reconfigure RAM that's programmed to work at 4GB and change it 8 GB.

Most likely it's a lie or it could be some sort of phishing bait.

If anyone can correct me on this, then feel free to do so. In the meantime my case stands rested about that being a troll message.
 
There is a way to make it look like there's more RAM but Windows are using it for long time now although transparently.
Simple, caching it to disk. Virtual memory, Page file, etc. Of course it slows it down but it is "Software RAM" and does give programs more space.
Find the way to hide it and voila, Downloadable RAM !!!
