That's a pretty cheap PSU. It doesn't even have a single 6 pin PCIe connector, does it? And it only has a 14 amp and 16 amp +12V rail. Even if it was a good quality PSU, it would be marginal for the reference GTX 960, let alone a factory OC'ed one. It would probably work OK for awhile. But I'd avoid using it with a card of that class.
