Does E3-1230 bottleneck a gtx 1080?

I just upgraded my desktop from gtx660 to gtx1080
I ran PUBG(at 1080P) and still got low FPS(20-35) when at the begin on spawn island
it gets better after landing but still not stable(50-80) like the test videos on Youtube(90-100)
Is that a CPU bottleneck?
BTW，I've eliminated the temperature factor

here are the components:
mobo: ASROCK Z77
CPU: E3-1230 V2
GPU: MSI 1080 DUKE 8G
RAM:8G*2
storage:250G SSD+1T HDD
PSU:750W

Yeah it will at 1080P in CPU demanding games.

PUBG is one of those so play with the settings some and it will be fine.

PUBG isn't optimized very well yet so nothing is really smooth in that game.
