Does fan have to spin

I have the XFX PRO750W Core Edition model XPS-750W-SEW on idle my fan does not spin I have no heat issues running an i7 3770k 2xharddrives 5x fans 3x led fixtures have read: but a lot of
power supplies have thermal switches on their fans. Until the PSU gets
to a certain temperate they don't function. could this be the case with this psu i'm getting conflicting opinions on web i.e tech support&specs does anyone know for sure?

OK, I've read a few of the reviews and while the unit does have a PWM fan, it does not mention that it should be fanless until a certain load/temperature. That leads me to think you have a defect.

In order of preference.
1. If the unit is under warranty, RMA it and get a replacement.

2.. If space permits, use velcro or something to put a case fan in front of the unit to move air through it.

3. Open the unit, remove the fan and see if a new PWM fan will work.

4. Get a new PSU.

Trust me I have tried lol, getting conflicting articles from novatech it's saying no does have too spin all the time form technical support they are saying yes it should XFX are useless not saying anything, this is why i'm asking this forum in case someone actually knows for sure.
