Does Flak Take Mil to Man it?

I've added a "Strategy and Tactics" page to my WWW site:

One of the useful things I found out at "Dalton's Empire Game Site" is that
you don't consume and shells when firing your guns as flak. The question
is, do you need mil or civ to man them?

From my site.....

B. Anti-Aircraft (Flak)

1. Put 6 guns and 3 shells in each hex. The shells do not get used, but
need to be there. Not sure if you need any "mil" or not, possibly don't.


Anyone know?

the answer is no. the enemy sector at 15,-1 has 1 gun, 1 shell, 999 civ, 0
mil.
