Does getting close to maxing ram affect performance?

Example, say i have 8gb. And im using like 7.5 of it. Does that affect anything compared to say using 7.5 gb if you had 12gb total?

Yes, if using 7.5 than it can affect performance (lowering it) as DRAM keeps some free for immediate use, so the DRAM is probably going back and forth to the page file, with more DRAM (say 16GB) it will cut back on the I/O back and forth to the HDs page file
As long as programs aren't capping the available RAM then no, you won't see a performance decrease. That said, RAM requirements are rarely static, so if your AVERAGE is 7.5 GB you're going to certainly be maxing out your available 8GB at peak and noticing performance issues.

If active RAM use is 7.5GB I'd suggest looking at upgrading to a 16GB pack.
