so my idle temp of my gpu (gigabyte gtx 780 ti oc x3) is 29 °C
but after i start using google chrome it starts to increase its temperature upto 39-42°C
( i made my fan run @ 50% =30°C-50C°)

Solution
The reason the temperature increases is because it kicks out of the low power 2D mode, as you can see by the clock speed increase. It needs slightly more power than it can provide in 2D mode which is why it boosted the clock speed, this gives you ever so slightly higher temperatures and even though your GPU is doing very little it is still consuming far more power than when in 2D mode, like 40W vs ~10W.

Your GPU is going to be fine til 90C so it doesn't care if the temperature drifts up a little bit, mine keeps it's fan at 40% until it hits 50C so that it stays super quiet unless i'm in a game where a bit of fan noise won't matter.

yes I already saw it. But its GPU load is 0%
But GPU clock speed increases from 164Mhz to 1750Mhz right after i open the Google chrome & other web browsers.
and even if i open all the browsers (chrome , f.fox, IE, opera) all together its still in 1750 Ghz.
anyway thank you for the responses guys.

39-42 is so low I wouldn't even worry about it. It's just ambient heat from other components.

Your gpu is pretty strong . but still it is working while you re surfing . My laptop gpu load fluctuates from 2-15% - i have more than 10 pages open, flash, gif pictures , and the temperature is 38-41 degree Celsius .
