does GPU temperature affect the performance ?

I just bought R7 250, this series just rebranded from the old series but with less energy consumtion and less heat. does it affect the GPU Performance ?

It does not, if at a very low temperature, you can overclock the card 'till it get's too hot.
BUT, you have to keep in mind that when the card get's too hot it will throttle back and slow itself down to reduce the load it's taking so it can get cooler again. So in a way, at a certain point, temps DO affect performance, but only in extremely hot situations, it's something to keep an eye out for.
