i'm having issue with my mobo's PCH temp
i have 1050TI which draws maximum 75W of the board , does that help the chipset to get heated ?

No.
All graphics cards draw UP TO 75 watts from the slot and then the rest from the pci-e cables.
So a card that takes only from the slot won't make the chipset any hotter, though either way you shouldn't worry about chipset temps, unless you find them to be too high.
