Depending on the model of GTX 950, you'll need a 6-pin or 6+2-pin PCIe power cable. I don't know of any 300 watt power supplies that have those. You should consider a good quality 400-450 watt PSU as minimum.
My friend has gtx 645 in his prebuilt computer and it isnt really good for gaming so does gtx 950 work on his computer if he is planning to upgrade?
No, minimum is 350W and recommended is 400W.
If you are gaming make sure you have a Tier 3 minimally for these low wattage's, if not your PSU may blow later on or have other issues including seriously damaging your more expensive parts.

I have a Thermaltake Litepower 400w psu. I am going to buy and MSI gtx 950 real soon. Will my psu be safe for this card?
I have a core i5 3470 and 8 gigs of ram. I won't overclock anything ever. Just want to run everything at stock settings. Will it be safe?
