iam using MSI GTX750Ti Twim Frozr DDR5 2GB
with processor intel core2duo E7400
@2.80Ghz 2 cores and using 2*2GB of RAM and when iam playing CSGO in low setting it got 70-85 FPS and i using motherboard Foxconn G41MX-K and PSU Corsair VS550W
does it bottleneck?

I'm not sure if your are asking if the CPU will bottleneck the GPU or vise-versa. But the GTX 750 Ti should be a good match for the older C2D CPU. And you have more than enough PSU for that card. So, no problems.

But if you are playing on a monitor that has a 60 Hz vertical refresh rate, there's no need to keep settings so low. Anything over 60 fps will not be seen, anyway. The extra frames will be lost, possibly impacting smoothness.

If you want to check for CPU bottleneck yourself, run something like HWinfo while gaming, and see what the CPU usage is vs the GPU usage. If the GPU is able to hit 100% usage (or close to it), there's no CPU bottleneck.

but why i can't reach 100+ fps?
in CSGO ? i just got 70-85 fps any solution for me ? iam using monitor that 60Hz and the resolution i use is 1366*768

Get a monitor that has a faster vertical refresh rate than 60 Hz... 120 Hz or 144 Hz.

"...so I can not play over 100 fps ?" You cannot see over 60 fps. Your card can render whatever it is capable of rendering in fps, but you are limited to only seeing 60 fps with a 60 Hz monitor.
