Does heat will damage CPU? like lower it performance permanently or reduce lifespan??
if it does, for example a processor max operating temperature at 90 C, then if it stay at 80 C to 85 C or something without overclocking is it safe??

Solution
The longer you run a CPU close to its max temperature, the quicker the CPU degrades.

Lets say you have two CPUs, both are run at 100% load.
The first CPU is kept at a steady 60c during the life of the experiment.
The second CPU is kept at 80c during the life span of the experiment.

Statistically, the 60c CPU will have a overall longer lifespan then the CPU that was kept at 80c.

How much of a lifespan change is anyone's guess due to the silicone lottery that we all play with each and every CPU.

Having said that. 90c is way to high to run a CPU at frequently.
If it stays below its max temperature its fine for now. That said the hotter it runs it does eventually reduce its lifespan (eventual performance drops before full out crashes). Also the closer to its max temp it gets it can tend to throttle before it hits thermal protection. A non overclocked CPU should not be that close to its max temperature, you should upgrade the cooling.

thx, but my intel pentium 4 said max 90 C
it produced much heat, average stayed 70 to 80 (I dont replace the thermal paste)
but sometime it will turn off itself/overheating its mean it reached 90 C for max temperature
then if it stay below 90 is fine, hotter than 90 is not good
but when 90 its turned off itself, then how possible it hotter than 90??

if some procies wont turn off itself while it reached max temperature, then when it reached its max temperature operating it will damage the procies??
