Does high network speeds bottleneck the cpu?

Hello. My mom has an old computer. She wanted high internet speeds so i bought a 15 meter Cat6 cable and run it through the walls of her house, her pc is located in the attic. She has a 500/500 mbps plan. I connected everything and bought a new 1gbps network card. When i download something at 500 mbps the cpu usage maxes out to 100%, and if i use sabnzbd the maximum mb/s gets to around 10 mb/s where the cpu is still at 100%. Is it a cpu bottleneck?

Her Specs:

  • Core 2 Duo E7200
    MS 7525 Motherboard
    4GB DDR2
    128GB SSD
    500 GB HDD
    GTX 650

500 mbps was a free upgrade. She downloads alot of movies through usenet.
 
Everyone is so focused on the waste of money that we still haven't address the problem lol. You're going to need to look at the task manager to see what is using the CPU. Since it seems to be running at 100% it should be easy to determine what's causing the spike in usage.
 


25 mbps isn't possible, glass fibre. She had 50 mbps but we recieved a free upgrade
 


Yeah it keeps sitting at 100%. Would upgrading to another core 2 duo or quad make it less of a bottleneck?

What else is running when the CPU maxes out during this download?
 


Netherlands, it's only running chrome browser , avast premier. She's on windows 7 64 bit
