Question Does higher CL mean lower power usage?

I'm getting some ram for my laptop and I was looking at two ram sticks DDR3 1600. They are the same price and size but one is CL9 and the other is CL11. I know a lower CL is faster but I wanted to know if a higher CL would use less power or what other reason would you want to chose a higher CL number?

Go by the dram voltage your laptop supports, ie 1.35v / 1.5v etc. Higher CL timings doesn't necessarily mean it uses less power, it could mean the IC chips on the ram aren't as good quality.
