DOES His hd 7770 need hdmi 1.4 or can it work with hdmi 1.3

Are you changing the output on the computer?
HDMI 1.4 DOES work with 1.3 (this is called backwards compatibility). So there is an issue with the monitor or computer. Make sure that the tv is set to HDMI input and you change the output on the laptop to external display. (Hit (windows button)+P)
 
If the screen is off on the laptop but not on the tv, then the TV is not set to receive HDMI. Change the input on the tv. This can be done with the "source" or "input" buttons on the remote.
It really depends on your tv.
 
 
Output means something is being sent, so output is on your computer, input is being received, so it's input on your tv. If the screen on the computer is off then it's plugged in, make sure the tv is set to hdmi, (or is on)
 
Is the hdmi plugged in on both the desktop and tv?
Is the tv turned on?
Is it set to HDMI?
I highly doubt there is a hardware issue, but it's possible. Has it worked before?

If you bought the graphics card and it has a dvi out, then it should have come with an adapter from dvi to vga, plug the adapter into your tv, and then plug in the dvi from your graphics card into the tv.
If this doesn't work, get a vga to HDMI or DVI converter (make sure it's VGA TO something, not the other way around) and connect the motherboard's video output to the tv. This will isolate whether or not it's an issue with a video card. (I'm assuming it is connected to your motherboard properly).
