does i3 3220 display 4K?

I have two computer 1- ACER aspire v3-571 g (has nvidia gefore 640M, 2 gb Vram ) and a PC (optiplex 3010) with i3 3220 cpu and both have inter(R) HD graphic 4000 and 4440 respectively and I couldn't go above 1080 p resolution with both on win 10 display setting using HDMI cable. I have uninstall and install the driver and still the resolution is 1080 p with it is connected to a 4k TV.

I a sure it is not my cable because another 2016 laptop can play crisp 4K on the TV with the same cable.

I have two question;
1- is it fixable with current CPU
2- if not what is the cheapest and easiest way to upgrade the computers to reach 4k

Unfortunately neither of these computers support 4k. My suggestion to you is get a graphics card for your Optiplex 3010. The integrated graphics in the optiplex only support up to 2k resolution and upgrading it would be cheaper and easier than upgrading a laptop.
