Does installing 2nd HDD consumes power when not being used?

Can you let me know about if I install and connect a 2nd HDD with no OS, does it still consume power when not being used at all?

This will depend on your power settings. It will consume a minimum amount if you spin it down when it's idle.

Anything installed in a computer will draw some amount of power whether it is being used or not. An idling hard drive will consume a little bit of power. The only way to ensure it does not draw any power what-so-ever is to disconnect the hard drive's power cord. Not recommended while the computer is on.
