Does installing a new windows disk assign a new IP address?

Friend gave me a computer to use for school, I just want to know if I wipe it and download a new windows disk, will it automatically assign me a new IP address? And can you track a laptop by its MAC address?

The IP address has nothing to do with any of that. IP addresses are statically or dynamically assigned, usually by a server (or router acting as a DHCP server)

Yes, technically you can track a computer by it's MAC address.

Question is why do you care about getting new IP address?
