I'm looking for a dual 2011-v3 socket motherboard with at least 4 PCI Express 3.0 x16 Slots. I cant seem to be able to find any like this. Any help is aprreciated, thank you all

Of course it exists. Something like ASRock X99 WS-E LGA 2011-v3 provides support for 4 PCIE 3.0 slots at full 16x speed.
It uses a plx chip (2, actually) to multiplex 16 lanes into 32.

With that said, I'm not sure if it is really worth it as gaming cards don't saturate an 8x slot anyway; Puget systems published some benchmarks a while back with titans showing an actual in game difference of at most 0.6fps (within the margin for error) between 8x slots and 16x slots. But to each their own.

Hmmm...so is that why any quad sli setup would not be beneficial, because it defaults to x8/x8/x8/x8? and triple sli would be x16/x16/x8, even though the pcie slots are each x16? where as a dual sli setup with x16/x16 would be basically the same as a quad sli setup x8/x8/x8/x8 (assuming that in both cases all GPU's are identical), except the quad sli setup would have more latency because of the additional cards? or is that way off?

because im wondering why there are motherboards with 7 or 8 pcie 3.0 x16 slots if they cant even be utilized? such as this - http://www.newegg.com/Product/Product.aspx?Item=N82E16813157538

and if this is the case, then would 2 titan z's gpu's be in x16/x16 or x8/x8/x8/x8, since each one is two GPU's?
and if 2 z's would be in x16/x16, then would they outperform 4 titan x's, which I think would be in x8/x8/x8/x8 or not?

I forgot about those multiplexer chip thingys that some use now.
