does it make a huge diffrence?

so im a gamer. and my favorite game is the divsion my gpu is gtx 1070 and my cpu is i5 4460s. dosent matter how low my settings while fighting i will only get around 60 fps. and my goal is to reach above 105+ fps while playing the game with meduim settings. alot of pepole told me the i7 4790k will do the job as it the best cpu i could get for my motherboard. but my motherborad dosent suuport overclocking so i was thiking just getting the normal one none k (i7 4790) so i was looking to buy and i found 2 options one that is 3.2ghz and one that is 3.6hz would i will be able to reach my goal 105+ fps dosent matter what settings with that cpu (i7 4790) and if so whats the diffrence between the 3.2ghz and the 3.6ghz one and does it make a huge diffrence

Well you may reach your goal there is no guarantee but I would go with the 3.6ghz CPU because it has a higher clock speed which is quite important for performance.
