does it matter what GPU i choose for my pc or does it have to be specifically compatible with it?

I am looking to buy a new GPU but I am unsure on weather it would work with my computer. I want to buy an Asus AMD Radeon R9 280 DirectCU II Graphics Card (3GB, GDDR5, PCI Express 3.0) to put in my HP Pro 3515 Microtower PC, but I don't know if it is compatible with the graphics card, any suggestions?

First off your PSU would not be able to handle the the GPU you want second of all even if it could the card would fit in that small case. You need buy a new PSU and case. Asfter that yes you could use it buy I'm pretty sure your CPU would bottleneck the GPU.

I assume you are planning to game since you are looking at an R9 280? If thats the case then you are going to want to get a better power supply for the system so you can support a real GPU, and likely port it over to a different case, HP cases are small and cramped, they are fine for the original equipment but if you put a real GPU in there its not going to be able to get rid of the heat well.

You also don't have a very strong CPU so there are many games where you would not be able to make full use of something as strong as an R9 280.

If your motherboard has a slot for PCIe, then you're fine, PCIe 3.0 is backwards compatible. BUT, as the other guys above have said, your psu and cpu may not be efficient enough to handle what you want to do.

You'll be 'okay' but if you can afford it I would choose a complete new upgrade instead. But if you can't build a new one the GPU upgrade would help out your PC and you would notice better performance, although again not as much because bottle neck. If you decide to go the new build route don't buy the GPU and see what options you would want to consider in terms of price.
