Question Does it truly matter if the pump is higher than the rad?

I want to build in the thermaltake 300 horizontally, but I think the pump has to be placed higher than the rad. I want to use a liquid cooler aio on the CPU. Thanks.

AIO coolers have some air in the system so it prevents blowouts because of liquid expanding when hot. Air baubles form at highest point in a hydraulic system so if that's the pump it will starve for fluid and produce a lot foam which is good heat insulator. That type of pump doesn't produce enough air suction to start a proper liquid flow so it's likely to starve for fluid, possibly even not work at all. Pumps are also lubricated by fluid so running them in the air can wear them out in no time.
If you want radiator at bottom, I'm afraid you'll have to go to custom cooler with a tank that can be placed as highest point.
 
I think I'm missing something. How would a bottom-mounted AIO even work with the Thermaltake 300 in the horizontal layout?

I haven't built in this case, but I'm not sure how a horizontal GPU is even plausible if you're using the case in vertical layout.
