I want to buy the asrock b450m-pro 4 but I saw I comment that if I want to use a vga cable with my ryzen apu it will not work,is that true?

It depends upon the model of Ryzen Processor. Some include the Vega integrated graphics. But most do not include integrated graphics and require a dedicated graphics card.

After that you can use a D-Sub (VGA) anadapter on the graphics card video ports. Or you can use the D-Sub port on the motherboard.
