Build does work.

Though, i'd change the Seagate HDD to Western Digital, Toshiba or HGST (Hitachi) HDD since Seagate HDDs have high failure rate. HGST (Hitachi) HDDs have the lowest failure rate.

Btw, Corsair AF140 fan has terrible performance and i'd use Corsair ML140 fan instead.

That doesn't matter - nearly all our hard drives are manufactured at the same assembly plant(s) in Thailand. The idea that one has a higher fail rate than the other is kind of a moot point. The only thing that is really different about them is what label is on them.

That configuration looks decent. I'd get the unlocked 7700K and then add a cooler like the Noctua NH-U12S and then I would also switch your PSU for a Super Flower or Seasonic unit. Otherwise that's about all I would change.
