[SOLVED] Does load line calibration not work with manual voltage override?

On a x299 prime deluxe, I can get a stable 4.3ghz all core(7820x) at 1.085v on LLC 1.
Going any lower even when using the recommended levels 4 or 5, it crashes - just bumping down to 1.083 is no good.
Am I right to assume that LLC was intended for adaptive voltage settings?

After playing around with settings for awhile longer, I've come to the conclusion that LLC does nothing if one is running manual override.
It's for running in adaptive/offset mode. While I was looking around on other forums, I didn't see a clear cut answer to this. Oh well.
