I heard this somewhere, but I'm not so sure. On my windows 10 computer the storage bar is red instead of blue. For the OS (C: drive) 5% space is left. and for Data (D: Drive) only 2% of space is left.

I heard that its bad if there is little space on C drive, but how little? And it that the same for D drive?

That means the drive is constantly reading or writing. I would download IOBit Uninstaller to remove programs. They have a powerful mode which does a scan for anything left over. Also, run Disk Cleanup and get rid of some files. Lastly, run that defrag and move that data closer together.
It can. This means there is so much data on the disk that it has to spin multiple times to find the data it needs. I would also guess that your drives are extremely fragmented which means that data is spread across the disk. If I were you, get an external drive, and transfer it over. You don't want to have a full drive, because that can slow down the computer as a whole, especially if there are a lot of programs.

These are hard drives. The C drive is 371GB, and D is 558GB.

I just removed some duplicate files, and I have a ton of those since I don't know how to properly move files around so I just end up installing games over again when its already installed. I found some of them and I have 46.5GB free now on C drive which is 12.5% of free space left now.

I just downloaded auslogics to help get rid of these duplicates. Anyways I do notice the hard drive blinker is always blinking.
