Does lowering CPU core speed save power?

I have phenom 9850 BE which i downclock to 1ghz(set at bios=x5), ram to 200Mhz. By doing this, did i lowering my electric usage? I used W7 and play game with no performance impact.

Yes it does. If You lower cpu core voltage it will save even more electricity
