Does motherboard affect cpu max overclock at certain voltage?

My i5 4690k is stuck at 4.6Ghz with 1.3V. Frankly i don't wanna go with over 1.3V. I've seen many people get 4.7 or even 4.8 at 1.3V. Mine cant even get stable at 4.6Ghz with 1.295V. Could it be because of my motherboard? I'm using a cheap asrock h81m-hds board. Yes you can oc in that thing after you update the bios. It's currently stable but if i upgrade to a z97 mobo will i achieve a better oc? Like maybe. 4.7 1.3V?

Still does not make sense that you can OC it with a H81, but yes the mobo has an affect on the OC potential...

You need to update the bios first. Not all manufacturers support this tho. AFAIK asus gigabyte and asrock support it.
