Solution
Most games require an Internet connection (at least initially) even when playing multiplayer on a LAN. The reason is that developers see this as a way to thwart piracy. If the game has an unrestricted LAN mode, you can disconnect your LAN from the Internet, make copies of the game on each computer, and have multiple people play with that single copy.

But if the game requires an initial Internet connection to kick off the LAN game, the game developer's servers can verify that each connecting copy is in fact legit and paid for. Sucks, but that's the trend that's developed in the last 10 years.

It looks like this is the case for CoD:IW.

Yes and no. To play at home with people around the world you will need the internet. You could also play in a LAN party with friends but you will need some sort connection there, too, but not necessarily the internet

The smaller indie games are more likely to have an unrestricted LAN mode. The developers often can't afford to keep login servers online 24/7/365.

For the same place, you'll need some way to connect the PC's. Grab a router and Ethernet cables. Connect each PC to the router with an Ethernet cable, startup the game and enter the LAN lobby (if the game you're playing supports LAN).
