Does my 26inch monitor violates TCO'03?

Hello, recently I've got 26inch TCO'03 certified monitor. It has no fans but there is very strong noise from it's back side (maybe from power suplly)🙁 . Level of noise depends on hardware brightness. When I set 0% or 51% noise from LCD is a little stronger than from my PC case, but when brightness is 80% or 100% it is much more stronger. Is it defect or not? 😕

I've read TCO'03 specification, but there I found entry only about noise from devices with fans.
Is my monitor violate TCO'03 or not? Can I demand replacement?

Monitors usually don't make noise aside from a slight hum. But what you are describing isn't the same IMO. So in other words, you can ask for a replacement based on the fact that it may be faulty. Just return to the place you bought it and ask for a refund or replacement. It shouldn't be an issue.
