Does my 460w work with gtx 1060?

The PSU is the life blood of the system, when a poor quality unit like what you have fails it could take out some to all of the other components with it. A decent PSu will cost less than a GTX 1060 and a whole lot less than a whole new system. So PSU now then the GPU.

the PSU has 325W on the 12V rail, the card will need 120W of that, depending on the draw of the rest of the components in the system you may be pushing it.

that is not the best PSU and I suggest a replacement as soon as you can afford it, but unless you have a real power hog of a system with a 220W draw for the CPU you should be fine until you can replace it
