my gpu is a 660 ti, and i have an amd fx 4130 cpu, although my frames in recent games are good, i usually get dips in peformance during action scenes
Being that some of your titles are very GPU demanding. I would try playing in windowed mode at 720p to see if that smooths things out. If it does it could be from an ageing GPU.

2| I wouldn't use the term "bottlenecking" especially since the term Linus has used since it's arrival has been misused like him by others.

max screen resolution : 1920 x 1080
titles : borderlands the pre sequel, gta 5, fallout 4, far cry 4, rainbow six siege

Toss in an older not-so-fast-in gaming' cpu as well, and, I'd start my game play at 720P and hope for the best....(perhaps some older and/or less demanding titles can be cranked up to 1080P)
