Does my bios version is the reason why I can't install Windows 10?

I have a Intel dg31pr with core2quad and 4 gb of RAM but I can't install Windows 10 and it always stuck on Windows icon when I try to when I try to boot it using a win 10 iso file , I'm currently using win 7

Solution
How are you booting the ISO file? USB? Disk?

BIOS revision won't stop you, but Intel boards can be picky. Intel stopped supporting that board years ago, so you'll be relying on WindowsUpdate to find drivers etc, assuming it'll even install.

Personally, unless I have a specific NEED for Windows 10, I'd stick with W7
