Does my AMD Athlon X4 880K @4.2Ghz bottleneck my AMD RX-470 4GB?

In single player it would be close, yes. Multiplayer on a busy server will be more demanding on the cPU, so chances of it bottlenecking the GPU increase. Check CPU usage vs GPU usage when gaming or running a game benchmark. There are apps that do that.

Probably, not.
There are always a bottleneck in every kind of system even if you dont realize it. Technically, it wont bottleneck "hardly" because the overall performance was like 8 and 11 between your cpu and gpu. If you want to decrease the bottleneck effect, you better pick the RX 460 not the 470, but if you already have the 470 then it will be just fine even if youre running most of nowadays gaming as well.
